Fixed-price hosting for AI-built apps in the EU

For a fixed monthly price in the EU, you have three kinds of option: a fixed plan that covers the app and its database (Codara Cloud, €5 to €100 a month in Helsinki, no usage charges, in beta), a fixed price per server (Sliplane from €9 a month in Germany or Finland, or a €5.49 Hetzner server running Coolify that you operate yourself), or a fixed price per service (Render in Frankfurt, from $7). Scalingo and Clever Cloud are French platforms that bill by the minute or second, and Railway and Fly.io bill metered usage in their EU regions.

What does an AI-built app need from its host?

Most apps made with Claude Code, Cursor, Codex, Lovable or Bolt are a web frontend, an API and a Postgres database, sometimes with a scheduled job or a worker. The host has to build that from a repository, run it all the time, keep secrets out of the code and back up the database. The coding agent and any AI model API it calls are billed separately by their own providers.

“Fixed price” is only as fixed as its fine print. Check what the price covers (one service, one server or the whole plan), what is still metered, such as bandwidth or database storage, and what happens at the limit: a bigger bill, or a refused request.

Which EU hosts have a fixed monthly price?

Each figure comes from the provider’s own pricing or documentation page, linked under Sources, and was checked on 28 September 2026. Prices are in the currency each provider publishes, before tax.

Scalingo, Clever Cloud, Railway and Fly.io are not fixed-price, but they are common choices in Europe, so they are here for comparison. Usage billing can cost less for an app that sleeps most of the day.

Which one fits your app?

Match the pricing model to what you are running and how much operating work you want to do.

  • One small app, and you want every piece priced up front: Render in Frankfurt.
  • Several small apps and databases, managed, on one bill in the EU: Codara Cloud, if a beta in Helsinki fits.
  • Many Docker containers on one flat-priced server, in Germany or Finland: Sliplane.
  • The lowest fixed price, and you can patch, secure and back up a server: Coolify on Hetzner.
  • A French provider or a certification such as HDS or SecNumCloud: Scalingo or Clever Cloud.
  • Uneven traffic where paying per second beats a fixed plan: Railway or Fly.io, with limits and alerts set.

Where does Codara Cloud fit?

Codara Cloud is managed app hosting from Codara Solutions SL in Madrid, built for apps made with AI coding tools. It runs web services, APIs, managed Postgres, MySQL, MariaDB, Redis and MongoDB, and cron jobs on Hetzner Cloud in Helsinki, and stores apps, databases, backups and container images in the EU. A CLI and a local MCP server let Claude Code, Cursor or Codex create projects, databases and deployments for you.

The price is a fixed plan per organization, and every project shares its capacity. Traffic is included under fair use, and an action past a limit is refused rather than billed. It runs in one region, capacity is finite, and access is by invitation while in beta.

Questions

What is the best fixed-price hosting for AI-built apps in the EU?
It depends on how much you want to manage. For managed hosting of several apps and databases on one fixed bill, Codara Cloud (€5 to €100 a month, Helsinki). For a fixed price per server, Sliplane (from €9 a month) or Coolify on a Hetzner server (€5.49 a month, operated by you). For a fixed price per service, Render in Frankfurt.
Is the database included in the price?
On Codara Cloud, yes: databases run inside the plan’s capacity. On Sliplane and Coolify, a database can run as a container on your server. On Render, Scalingo and Clever Cloud a managed database is a separate line.
Does the AI coding tool’s subscription count?
No. Claude Code, Cursor, Lovable and Bolt bill their own plans, and AI model APIs your app calls bill by usage. Hosting covers running the app and its data.
Does hosting in the EU make my app GDPR compliant?
Not by itself. It settles where data is stored. You still decide what you collect, why and for how long, and you need a data processing agreement with the host.
