What makes app hosting GDPR-friendly?
Under the GDPR you are the controller of your users’ personal data, and your host is a processor. Article 28 requires a contract between you, the data processing agreement, that says what the host may do with the data. A GDPR-friendly host makes that easy: it offers a DPA, names its subprocessors and tells you where each part of your app is stored.
Location matters because transfers outside the EU need extra safeguards, such as the EU standard contractual clauses. Keeping the app, the database, the backups and the logs in the EU avoids most of those questions. A provider based in the EU can also be simpler to deal with than one based elsewhere, but both can be compliant.
- Where the app runs, and where the database, backups, container images and logs are stored.
- Whether the DPA is part of the terms, signed in the account, or sent on request.
- Who the subprocessors are, such as the cloud provider, the CDN, email and payment services.
- What happens to your data when you leave: export, deletion and how long backups are kept.
Which hosts suit a solo developer in Europe?
Each fact comes from the provider’s own pages, linked under Sources, and was checked on 28 September 2026. This is general information, not legal advice.
Two caveats. Vercel runs new projects’ functions in Washington, D.C. unless you choose another region. Heroku, which also has a Europe region, says on its regions page that choosing a region does not guarantee that all its products keep data there.
| Option | Company based in | Where it runs in the EU | Data processing agreement | Best for |
|---|---|---|---|---|
| Codara Cloud | Madrid, Spain | Helsinki, Finland. Apps, databases, backups and images are stored in the EU | Public DPA and subprocessor list | Managed apps and databases on a fixed plan, in the EU |
| Scalingo | Strasbourg, France | Paris; a SecNumCloud region on request | Published DPA; ISO 27001 and HDS certified | Health data or French certifications |
| Clever Cloud | Nantes, France | Paris, Roubaix, Gravelines, Warsaw and more | DPA part of the terms of use | A French PaaS with many managed add-ons |
| Hetzner Cloud (with Coolify) | Gunzenhausen, Germany | Falkenstein, Nuremberg, Helsinki | Article 28 DPA signed in your account | Developers who run their own server |
| Sliplane | Berlin, Germany | Germany and Finland, on Hetzner | Public DPA with its subprocessors | Docker containers on a flat-priced server |
| Render | United States | Frankfurt | Public DPA with EU and UK standard contractual clauses | A mature PaaS with one EU region |
| Railway | United States | Amsterdam | DPA with standard contractual clauses, signed through a form | Usage-billed apps |
| Fly.io | United States | Amsterdam, Stockholm, Paris, Frankfurt | DPA pre-signed by Fly.io, requested after signing in | Apps in several regions |
| Vercel | United States | Functions can run in Frankfurt, Paris, Dublin or Stockholm; the default is Washington, D.C. | DPA with the 2021 standard contractual clauses | Frontend apps; pick an EU function region |
What should a solo developer do beyond choosing a host?
Most of the work is in your own app, not the host. Keep it small and written down, so you can answer a user’s request without guessing.
- Accept the host’s DPA and keep a copy with the date.
- List every service that sees personal data: host, database, email, analytics, payments, error tracking and any AI model API.
- Pick EU regions wherever a service offers them, including the database and backups.
- Collect only what you need, set a retention period and delete old data.
- Write a privacy notice that names those services, and ask for consent before analytics cookies.
- Know how to export or delete one user’s data when they ask.
Where does Codara Cloud fit?
Codara Cloud is managed app hosting from Codara Solutions SL, a company in Madrid, Spain. Apps, databases, volumes, backups and container images are stored in the EU: on Hetzner Cloud in Helsinki and in Cloudflare R2 in its EU jurisdiction. Cloudflare’s global network carries app traffic and may cache served content. The data processing addendum and the subprocessor list are public, and you can export your data when you leave.
It is built for solo developers and small teams: a fixed plan from €5 a month before tax, managed databases with backups you can turn on, and no automatic usage charges. It runs in one region, capacity is finite, and it is in beta by invitation. If you need a certification such as HDS or SecNumCloud, look at Scalingo.
Questions
- Does hosting in the EU make my app GDPR compliant?
- No. It settles where data is stored, which avoids most transfer questions. You still need a lawful basis for what you collect, a privacy notice, a retention period and a DPA with each processor.
- Can I use a US company’s EU region?
- Yes, many developers do. Choose the EU region for the app and the database, accept the provider’s DPA, which usually includes the EU standard contractual clauses, and check where its control plane, logs and backups are.
- Do I need to sign anything as a solo developer?
- Yes, a data processing agreement with each provider that handles your users’ personal data. Some include it in their terms, others ask you to sign it in the account or through a form.
- Where does Codara Cloud store my data?
- In the EU: on Hetzner Cloud in Helsinki, Finland, and in Cloudflare R2 in its EU jurisdiction for backups. Cloudflare’s global network carries app traffic and may cache served content.
